Research funding that led to the development of Surtrac was part of the original Traffic21 grant to Carnegie Mellon University by the Hillman Foundation. The initial pilot of Surtrac on nine intersections in East Liberty was funded by the Heinz Endowments as part of the Breathe Project, with continued funding from the Hillman Foundation and additional funding from the Richard King Mellon Foundation and UPMC. All of the foundations have continued their support as Surtrac has expanded to 50 intersections in Pittsburgh as of 2016.
